Acually, he is under the category of
moe (萌え系) otaku, i.e. anime fans who love female characters. Of course, he is already an anime character as well as an fan of meteo-san. Actually, such pic is a otaku stereotype: erotic person(s) wearing glasses. By the way, since after 2001, many
kuso animes like
Keroro and
Digi Charat have included the image of (moe) otaku inside. Reason? These animes, like Comet-san, are produced from
TV-Tokyo. So Tv-Tokyo simply apply the stereotype of otakus as templates to lately animes.
Another kind of otakus is
okadaian (岡田(斗司夫)系) otaku, who like to do researches but exclude each others of same kind.
For example, in wikipedia, other wikipedians, deleted my contribution to "Comet-san" page by their own preference, then label others of doing "original researches" by replacing first-hand information with second-hand information. These wikipedians are also anime fans, so they are called okadaian otakus.

Otakus are by no means a family of Hikikomori/NEET/Kidult. Distinguishing between them is a big problem in Eastern Asia, where many relies on stereotypical and associative thinking, resulting in creation of partiality.
